Title: Fiscal and Royalty Policy Advisor
Term: Maternity Leave Contract

The Canadian Association of Petroleum Producers (CAPP) requires a Fiscal and Royalty Policy Advisor that will work with CAPP staff, members, and stakeholders to develop, lead, coordinate and recommend responses to royalty and other policy issues. This is a one year maternity leave contract. Secondments from industry will be considered.

Scope:  The scope of the work provided by the Fiscal and Royalty Policy Advisor includes the following:

  • Lead and coordinate policy direction on royalty and other fiscal issues for CAPP committees.
  • Manage mandate, activities and outputs of CAPP committees related to royalties, production accounting and other fiscal matters
  • Communicate information to members, partners and stakeholders to keep them informed and consulted on CAPP’s activities
  • Identify issues, their impact and priority, develop and coordinate their assessment by CAPP members
  • Conduct analysis and provide recommendations in developing strategies, plans and programs
  • Investigate, research and compile background materials on issues and internal and external briefings
  • Collaborate with other departments in the identification of royalty and other fiscal policy
  • Prepare CAPP responses and materials on issues
  • Promote CAPP’s position on issues
  • Prepare first draft letters and responses to incoming correspondence
  • Support internal CAPP organizational requirements
  • Other duties as required

Core competencies & Qualifications:

The requisite skills, experience and competencies of the position of the Fiscal and Royalty Policy Advisor include the following:

  • Masters’ degree in economics, public policy and 8+ years relevant experience or an equivalent combination of education and experience.
  • Oil and gas industry fundamentals (upstream, midstream, downstream)
  • Oil and gas economics, statistical methods, modeling and forecasting
  • Advanced research and analytical skills
  • Project management/Planning and organizing
  • Ability to operate in a fast-paced environment
  • Regulatory and policy analysis and formation and government processes
  • Strategic planning and project management
  • Good oral and written communication skills
  • Ability to build constructive relationships
  • Good judgment and instincts as they pertain to policy, advocacy and relationships
  • Self-Motivated
  • Passionate about policy/ economics/ advocacy as a career choice
