And then there were 16.

Another organization - the Canadian Association of Petroleum Producers (CAPP) - has been granted standing to take part in the inquiry into offshore helicopter safety.

CAPP represents more than 130 oil and gas companies operating in Canada.

Last week, standing was also granted to Transport Canada.

Both Transport Canada and CAPP were late applicants for standing.

Public hearings to decide who gets standing were held in August, but inquiry commissioner Robert Wells still has the discretion to grant standing to late applicants, according to an inquiry spokeswoman.

Inquiry hearings are scheduled to begin Oct. 19.

Fifteen other people and organizations have received standing to participate in the inquiry, including lawyers representing the families of the offshore workers, pilot and co-pilot who died in the crash, the oil companies and the offshore workers' union.

Standing entitles participants to attend the hearings, obtain information, question witnesses and present evidence.
