Horizontal Directionally Drilling (HDD) has proven itself over the last few years to be a very effective technique for the installation of pipelines and other utilities in sensitive or congested areas. This document provides guidance on the regulatory, environmental, geotechnical, risk, economics, engineering, contractual and construction considerations that must be evaluated prior to any final decisions to proceed with an HDD installation. The purpose of this document is to assist pipeline companies, contractors and regulators in planning, evaluating and constructing HDD crossings.
