Technical Analyst, Operations

CAPP has an immediate need for a Technical Analyst to join a dynamic team of professionals. The successful candidate will be responsible for coordinating and collaborating with CAPP staff, member companies and other stakeholders to provide quantitative and qualitative analysis and advice to inform advocacy and support the development of CAPP strategies and positions.

We are looking for an individual who is comfortable working in a fast-paced environment. This is a full-time position reporting to the Manager, Operations and the Vice-President of Western Canada Operations (WCO).

Position summary:

CAPP’s WCO group is seeking a strong analytical and technical individual to support operational and regulatory priority issues for industry. The candidate will be involved in a number of high-profile initiatives and projects including but not limited to:

  • supporting regulatory efficiency and effectiveness projects with the British Columbia Oil and Gas Commission, Alberta Energy Regulator and Saskatchewan Ministry of the Economy
  • matters related to hydraulic fracturing including water use and induced seismicity
  • closure and liability issues relevant to the upstream oil and gas industry including well suspension, abandonment, reclamation and remediation 

The role focus will include:

  • Identify, track and provide quantitative and qualitative analysis and advice regarding environmental, safety, operational and regulatory issues related to the upstream oil and gas industry 
  • Leverage in-depth analyses to develop CAPP strategies, positions, plans and programs for managing issues and responses to all levels of government
  • Develop materials to communicate issues and positions to CAPP members, governments, and regulators, including: 
      • submissions and responses to governments and regulators regarding CAPP positions on proposed policy and regulatory changes; and
      • briefings and summaries of legislative, policy and/or regulatory changes relevant to industry for CAPP members
  • Develop and maintain effective and collaborative business relationships with CAPP members, government representatives, regulators, and other stakeholders
  • Coordinate and manage CAPP technical committees and collaborate with CAPP staff and committee members to characterize and prioritize issues

Required Qualifications and Competencies:

  • Post-secondary education preferably a degree in engineering, science, business, economics, political science, public policy or a master’s in business administration
  • Oil and gas experience along with a minimum of five (5) years related working knowledge
  • Strong analytic capabilities including managing large datasets and developing and maintaining models
  • Excellent written and verbal skills and the ability to present complex technical ideas, concepts, and opportunities in a clear and concise manner
  • Ability to manage multiple complex projects and important stakeholder relationships
  • Ability to develop and implement policies, plans and strategies on tight timelines by utilizing diverse internal and external resources
  • Ability to think creatively and critically about long-term opportunities while being proactive to mitigate near-term risks and unintended consequences
  • Comfortable presenting content to a range of audiences, including CAPP members, government and regulators
  • Excellent interpersonal and communication skills and the ability to represent CAPP and its members in a professional manner 
  • Highly motivated with strategic and critical thinking skills
  • Enjoy working in a fast-paced, team-oriented environment
