The Canadian upstream oil and gas industry is committed to minimizing health risks related to benzene emissions from glycol dehydrator operations through a continued reduction program. To further encourage emissions reductions, the Alberta Energy and Utilities Board and Alberta Environment have jointly issued Directive 039 effective July 1, 2006. Licensees must comply with the new requirements by July 1, 2007. The CAPP BMP provides the tools necessary to be in compliance with the new requirements.
