CAPP Statement on the Draft Amendments to Federal Methane Emissions Regulations

Calgary, Alberta (Feb 14, 2024) 

“It is CAPP and our members’ view, following in-depth review, that the proposed amendments to the Federal Methane Emissions Regulations and the Regulatory Impact Analysis Statement (RIAS) do not represent a predictable regulatory framework that uses commercially available technology to efficiently reduce methane emissions. We recognize the merits of reducing methane emissions in an ambitious, efficient, and technically achievable way. Over the past decade the conventional upstream sector has reduced methane emissions while growing production and is on track to exceed the current federal government target of a 40 to 45 percent reduction by 2025.

The Canadian oil and natural gas sector is a global leader in methane reductions and it is the provinces that have led the way in delivering on methane targets. The provinces should continue that leadership role, recognizing the regional differences in oil and natural gas operations. The path to reach the ambitious goal of a 75% reduction can only be achieved through greater collaboration between industry, the provinces, and the federal government.

CAPP is requesting the creation of an industry-government technical working group to share expertise and develop a better approach to reach this ambitious goal.”
